Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire Government Operations Consultant I who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF).
MPF manages and projects Florida’s $34.5 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for assisting the Chief of Medicaid Program Finance by handling certain daily administrative/operational functions of the office.
This position will be assigned to complete a variety of assignments that require special research, coordination among the sections within the offices and in some situations, confidentiality is involved.
The person in this position must acquire and maintain knowledge about the Medicaid program in general, the functional responsibilities of the office, AHCA rules, regulations and procedures that affect office management practices, as well as the specific responsibilities and authority of the Chief. In carrying out these duties and responsibilities, the incumbent exercises discretion, considerable independent judgement, and initiative.
The incumbent receives, reviews, and disburses the incoming mail; determines and makes appropriate assignment of all items requiring the preparation of a response, report, or other type of document for the approval and signature/sign-off of the Chief.
Such assignments often are prepared for signatures of the Assistant Deputy Secretary for Health Care Finance, the Deputy Secretary for Health Care Finance and Data, the Secretary, and Governor.
This position handles personnel management functions for the bureau.
This includes provides training and technical assistance to office staff on matters concerning office management functions, such as correspondence style, personnel rules, and regulations, requisitioning and purchasing, travel regulations and reimbursement policies.
Maintaining current personnel rules and regulations, office organizational charges and functional statements, positions descriptions, classification, specifications, records of evaluation due dates and ensures that employee evaluations are submitted when due.
Advertises positions vacancies, maintains control of the recruitment process, and ensures appropriate recording, review, and acknowledge of all applications.
Assists when requested with the application screening process.
Completes all personnel forms such as a variety of ePARs, RTA, eNAF, and employment reference inquiries.
Acts as records manager for the office by monitoring the appropriate maintenance of files and records.
Controls the purging and preparing of files for storage.
Reviews the notices of requests to destroy stored records, research policy and regulations and advises the chief on proper actions.
Monitors the maintenance of appropriate employee leave records by supervisors and/or section secretaries.
Completes and maintains a file that appropriately documents the recruitment/selection/appointment actions in accordance with an established records retention plan.
Maintains a listing of all contracts for which the office is responsible with information at a minimum to include name of contractor, purpose of contract, funding sources, beginning, and ending dates, contract manager's name and where current and closed contract files are located.
Maintains invoices that need to be paid through Finance and Accounting such as statements from vendors/contractors.
Orders all bureau supplies and distributes to appropriate units.
Obtain quotes in a timely manner with all required supporting documentation attached to order in My Florida Market Place.
Maintains a tracking system of documents submitted to the Bureau Chief for review.
Maintains a tracking system for personnel folders coming in and out of Medicaid Program Finance.
Maintains a tracking system of legal folders being routed in and out of Medicaid Program Finance.
Maintains a tracking system for all projects and requests that come in and out of Medicaid Program Finance.
The position will be hired at a range of $1,468.29-$1,541.70 bi-weekly.
This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

MINIMUM QUALIFICATIONS REQUIREMENTS
Two years of secretarial work experience.
Two years of experience using Microsoft Word, Excel, and Outlook.
Vocational/technical training in the area of secretarial science or office/business studies can substitute at the rate of 720 classroom hours for a year of the required work experience.
Bachelor's degree from an accredited college or university is preferred.
