Job Description

The California Department of Transportation (Caltrans) is seeking to hire a student assistant to perform a variety of tasks involving assisting the professional engineering staff on various projects related to the administration of construction contracts, under the general direction of a Senior Transportation Engineer, and in a learning capacity.

The student will have assignments in the field to broaden their knowledge of engineering practices and procedures. This will allow them to increase their analytical skills related to construction contract management and to obtain practical experience in construction contract administration and its application.

Conditions of Employment

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Must be a college student attending classes during the regular term (fall, spring, and winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Work Schedule

F lexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. Final work schedule will be determined by the supervisor.


Additional Work Schedule

Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).


Minimum Qualifications

  • Must maintain a minimum cumulative 2.0 GPA.
  • Must complete each term with minimum unit requirements for Undergraduate and Graduate student classifications. Proof will be collected at the end of each Spring and Fall term.
  • Analytical Skills: Must possess the ability to analyze and interpret transportation project data as well as analyze situations, identify and
    solve problems.
  • Computer Skills: Must be familiar with Microsoft Office Suite including Word, PowerPoint, and Excel.
  • Organizational Skills: Must possess the ability to monitor transportation project data for quick and easy reference. Interpersonal Skills: Must be able to communicate clearly and effectively with others both orally and in written form .

Preferred Qualifications

  • Working knowledge of construction contract administration and its application. Under the amendment to Government Code Section 18220, state agencies shall give preference to a qualified applicant (up to 26 years of age) who is, or has been, a dependent child in foster care, a homeless youth, a formerly incarcerated youth, or a victim of human trafficking.

Duties and Responsibilities

  • In a learning capacity, the Student Assistant will assist with the functional aspects of the construction progress pay system, review and verify engineering item quantity calculations to justify additional resources & time, monitor expenditures on construction contracts, and verify method of payment with the contract checking engineering calculations.
  • In a learning capacity, the Student Assistant will assist in technical reviews, audit and process requests for daily extra work bills from the contractor.
  • In a learning capacity, the Student Assistant will research cost analysis data in construction contract files, development of power point
    presentations, and maintaining an inventory of technical support equipment.
  • In a learning capacity, the Student Assistant will assist in training preparation, coordination, and execution to include developing training
    outlines and courses, preparing training handouts, coordinating training sites, reviewing and updating existing courses and manuals.
  • In a learning capacity, the Student Assistant will gain first-hand exposure to field engineering work including construction-surveying responsibilities, sampling and testing of materials, verifying that materials incorporated into the project comply with the
    contract documents, verifying field dimensions for structure/roadway in construction.
  • In a learning capacity, the Student Assistant will assist a field engineer during all phases of construction, including earthwork operation, roadway paving, roadway excavation, drainage work and other construction operation fulltime or intermittent inspections.
  • In a learning capacity, the Student Assistant will attend training as deemed mandatory or necessary, which may require travel and overnight stay. In a learning capacity, the Student Assistant will perform other duties within the scope of the unit as required.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.

Employee may be required to move large or cumbersome reports/plans from one location to another: occasionally bending, stooping and kneeling. The workload is subject to frequent, substantial, and unexpected changes within a few months.

Mental requirements include sustained mental activity needed for report writing, problem solving, analysis and reasoning. Must have the ability to multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. Must have the ability to develop new insights into situations and apply innovative solutions to make organizational improvements; enable others to acquire the tools and support they need to perform well; understand linkages between administrative competencies and mission needs.

Emotional requirements include the ability to develop and maintain cooperative working relationships; respond appropriately to difficult situations; recognize emotionally charged issues or problems; and acknowledge the various responses. Must be able to deal effectively with pressure, maintain focus and intensity yet remain optimistic and persistent, even under adversity. Will consider and respond appropriately to the needs, feelings, and capabilities of different people in different situations; is tactful and treats others with respect.
